In modern urban conditions with intensive industrial production affecting the life and health of people, authorities many cities have thought about holding activities aimed at improving ecological component environment. One such may be creation or improvement framework city. This article discusses features in city Tobolsk. A number tasks that are faced by City Administration were formulated; those must solved using sound reconstruction methods territorial functional structures. The role area is considered as possibility avoiding environmental problems’ emergence preserving ability system an independent land property complex to develop.
